Similar in structure and in legal charter to port authorities, these single-purpose authorities also have considerable independence from the state or local governments, which often retain ownership of the airport or airports operated by the authority. On the other hand, there are those who contend that the plan cannot be of national scope unless it contains all publicly owned airports. It is argued that because the NPIAS lists only development projects eligible for federal aid and not those that would be financed solely by state, local, and private sources, the total airport development needs are understated by the plan.
